The Master Plumbers Council of the City of New York, Inc. (the “MPC”) is a not-for-profit trade association for licensed master plumbers in the City of New York. The present MPC was established by combining the Queens County Master Plumbers Association and the Kings County Master Plumbers Association. These associations date back to 1889.

Through committees, the MPC meets regularly with various city agencies related to plumbing work (the Department of Buildings, the Department of Environmental Protection, and the Department of Transportation, to name only a few). These meetings provide a platform by which the members have an outlet for clarification on rules governing the way in which they work.

Licensing in NYC

The plumbing that makes the modern city possible requires a highly skilled professional, a Licensed Master Plumber.

From hooking up gas connections to keeping sewage from contaminating drinking water, a licensed plumber is needed.

That’s why a licensed plumber MUST have years of experience and pass rigorous tests before they are approved for a license.

In New York City, licenses are issued from the Department of Buildings after a complete investigation of the candidate is completed by the Department of Investigations.

All licensed plumbers must:

  • Complete seven (7) years of apprenticeship under a Licensed Plumbing Firm.
  • Pass the N.Y.C. Department of Personnel issued written and practical examination.
  • Submit to an N.Y.C. Department of Personnel fingerprint and background check.
  • Be incorporated with a 51% majority stockholding.
  • Maintain a mandatory N.Y.C. commercial place of business.
  • Carry liability and workers' compensation insurance in full force.

The N.Y.C. Department of Buildings is responsible for policing the annual Master Plumber's license and insurance renewals. A License Review Board is in place to protect you, the consumer, from any wrongdoing by a Licensed Plumbing Firm, making it imperative that all plumbing codes and regulations are followed.

These regulations include:

  • Display of license numbers on all service vehicles, stationery, contracts, and advertisements.
  • Completion of contracts on a timely basis.
  • Possession of upstanding moral character.
